摘 要

随着经济发展速度的不断加快，人们的发展理念也逐渐得到了创新，逐渐开始追求绿色的经济，追求人与自然和谐共处，经济效益与社会效益共同发展，使经济发展保持可持续性。在这样的形势下，提出并发展生态林业，由生态林业的发展趋势看，发展林下经济是生态林业建设的必然趋势。

主要研究工作可以概括为：首先明确了选题背景和意义，提出了研究内容与方法，总结了关于林下经济和生态林业的国内外研究状况。本文通过林下经济的概念、特征、模式和生态林业的原则等进行分析，认为林下经济的发展可以促进生态林业建设。最后，针对林下经济发展与生态建设的问题为依据，提出林下经济发展与生态林业建设的对策与建议。

大力发展林下经济，不仅可以改善生态环境，而且还可以推动产业结构的调整，增加农民的收入，实现了林业生态体系和产业体系的高度融合。在生态、经济、社会三方面取得的巨大的效益，为我国的林业可持续、稳定、快速的发展，起到了重要的作用。发展林下经济也是寻求资源合理利用的必然选择，是解决环境危机、促进农、林、牧协调发展的新途径。

ABSTRACT

With the accelerating pace of economic development , people's development concept gradually to innovation , and gradually began to pursue the green economy , the pursuit of harmony between man and nature , economic and social benefit sand common development , economic development sustainability . Develop forest economy can not only improve the ecological environment, but also can promote the adjustment of industrial structure, increase farmers' income, to achieve a high degree of integration forest ecological system and industrial system. Huge benefits achieved in the ecological, economic and social aspects, for China's forestry sustainable, stable and rapid development, has played an important role. Development of forest economyis the inevitable choice to seek rational use of resources is to solve the environmental crisis, and promote new ways of farming, forestry, animal husbandry and coordinated development.

现代林业的发展关系到现代社会的可持续性发展，是保护生态环境的一种有效的手段。党的十六大也明确的指出：“可持续发展的能力不断增强，生态环境将会得到改善，资源利用的效率也将会显著提高，同时促进人与自然和谐发展，推动社会走上一条生产发展、生活富裕、生态良好的良好文明发展道路”。生态林业建设是全面建成小康社会的主要目标之一。生态林业建设有助于提高可持续发展的能力，是现代经济社会可持续发展的重要基础。

随着科学技术的进步，对林业多样化的需求不断增加，我国林业的发展无法有效满足现代社会的需求。水土流失、土地荒漠化、空气污染等各种生态环境问题日益严峻，而森林在水土流失、土地荒漠化、空气污染等生态问题上的作用愈加突出，林业可持续发展成了全世界各国林业发展的共同目标。而生态林业以其经济合理、社会接受、技术适宜、生态健全的显著特点，成为全世界各国社会的新型林业可持续性发展的模式。
