摘 要

截至2017年底，四川省的国家级自然保护区数量已超过30个，仅次于黑龙江省，位居全国第二。这些国家级自然保护区因为地理位置不同，生态环境各异，在具体管理工作中必然也表现出了较大的不同需求，切实做好四川省国家级自然保护区的有效管理也就显得极为必要。但是在当前四川省国家级自然保护区的管理工作落实中，其存在的问题依然比较多，虽然重视度明显提升，管理水平也有所提高，但是落实效果依然并不理想值得进行深入探究。重点针对四川省屏山县老君山国家级自然保护区管理工作进行了深入分析和探究，了解其管理工作开展方式，分析其中存在的相关问题和不足，如此也就能够有目的地进行创新优化。基于此，本研究主要以四川省屏山县老君山国家级自然保护区作为对象，借鉴层次分析法，从规划设计、管理体系、管理幅度、保护管理设施、资源保护工作、科研与监测工作、宣教工作、环境管理等11个方面，计算出老君山自然保护区综合评价得分为42分，仅为合格水平，很有必要在改善和加强管理方面措施。本研究认为，四川省老君山国家级自然保护区的管理需要重点围绕着四川省环境保护厅相关文件，明确管理目标，健全自身组织机构，优化管理制度，完善管理设施，创新监测管理手段，加大宣传教育力度，加大经费投入力度，最终提升管理效率和水平。

Analysis and Innovative Exploration of Effective Management of Laojunshan National Nature Reserve

ABSTRACT

By the end of 2017, the number of national nature reserves in Sichuan Province has more than 30, after Heilongjiang province, ranked second in the country. These national nature reserves because of different geographical position, ecological environment, in the specific management work must also show a large variety of needs, and do a good job in Sichuan Province National Nature reserves effective management is very necessary. However, in the current management of national nature reserves in Sichuan Province, its existing problems are still more, although the importance of increased significantly, management level has improved, but the implementation of the effect is still not ideal worthy of in-depth exploration. Focusing on the management of Pingshan County Laojunshan National Nature Reserve in Sichuan Province, the author makes an in-depth analysis and inquiry into its management work, and analyzes the related problems and deficiencies, so that it can be innovated and optimized in a purposeful way. Based on this, this research mainly takes the Pingshan County Laojunshan National Nature Reserve in Sichuan Province as the object, uses the analytic hierarchy process, from the planning design, the management system, the management range, the Protection management Facility, the resources protection work, the research and the monitoring work, the propaganda work, the environmental management and so on 11 aspects The comprehensive evaluation of Laojunshan nature Reserve is divided into 42 points, only the qualified level, it is necessary to improve and strengthen management measures. In this study, the management of Laojunshan National Nature Reserve in Sichuan province needs to focus on the relevant documents of Sichuan provincial Environmental Protection Department, clear management objectives, perfect its own organization, optimize management system, improve management facilities, innovate monitoring management means, increase publicity and education, increase funds investment, Ultimately improve management efficiency and level.

1 绪论

1.1 研究背景及意义

1.1.1 研究背景

我国的自然保护区于1956年开始规划和建设，在国家政策引导和鼓励下，我国广东省于1956年在鼎湖山建立了我国首个自然保护区，随着政策的深入和人们对自然环境、自然生态保护的意识不断加强，我国自然保护区数量和管理逐步走向完善。自然保护区经历了八十年代到九十年代的稳定发展和体制建设，到九十年代后期至今在总数量和总面积上均取得飞速发展的两个阶段。目前，我国自然保护区的总数已达到2740个，其中，有428个是国家级自然保护区，这些国家级自然保护区总面积为93万平方公里，约占国土面积的9.72%。根据我国相关法律和制度规定，所谓的自然保护区主要是为了对稀有自然生态系统、珍稀野生动植物等进行有效保护而划定的区域，同时相关法律对该区域的人类行为活动做出了相应的限制和要求，对于违反这些规定要求的可以视情节轻重进行处罚或予以追究刑事责任等。在我国最开始划定成立的自然保护区基本是以森林和野生动物类型为主，而近年来自然保护区的呈现出了丰富化、多元化发展的趋势，陆续出现了一批草原生态系统、沙漠生态系统、湿地生态系统、高山生态系统、海洋生态系统、地质地貌等类型的保护区。
