摘 要

自从20世纪90年代全世界进入信息化时代以来，信息化已成为国际竞争关键点，并且涉及到各个经济领域。国民经济信息化最终的构成部分就包括了农业信息化,加快发展农业信息化是中国农业挑战信息化经济和推动农业技术变革的重大举措。 国际上许多发达国家已经跨入了信息化农业的时代，通过对美国、法国、日本为代表的发达国家信息化发展的特点、信息化体系建设、信息系统和信息化服务、信息人才教育等几个不同的侧面的分析，并借鉴其经验。本文采用文献分析法和比较分析法分析江苏省农业信息化发展的现状、主要出现的问题以及推动发展的必需性，对于进一步发展江苏省农业信息化具有积极的意义。我们必须意识到，我们离实现农业信息化的目标还有很长的路要走，在我们面前还有很多难题需要克服。通过对江苏省现有情况的分析得出在江苏省发展农业信息化的初期，应该坚持政府的主体地位，发挥政府的主导作用。让政府充分重视农业信息化的发展，真正想着为农民和农村做好事、做实事，把政策法规落实到实处，并且为江苏省的农业信息化发展努力培养信息化人才，走进农业的一线位置，不要光是纸上谈兵，坚持为农民的生计着想，并且加大对农业信息化的各种宣传，引导鼓励社会各界加入到农业信息化的发展过程中，在政府主导的基础上逐渐加大对农业组织、农企、农村经济合作社、农业营利性机构、农业团体等的依赖度，令农业信息服务系统渐趋多元化和多样化，农业信息化一定会在江苏发展的如火如荼。

1绪论

农业信息化顾名思义是指通过一系列的现代信息化手段如：计算机数据库、互联网技术以及数字化技术等去变革传统农业生产销售方式，快速且高效的促进农业经济发展壮大。现在，江苏省正处于经济高速发展时期，而且农业经济又是国民经济重要的组成部分。充分吸收国外发达国家农业信息化发展过程中的优秀的经验，可以避免我们在发展信息化犯一些错误，加快农业经济的发展步伐，也可以让我们对现存的问题进行研究解决。

1.1研究目的与研究意义

农业信息化是农业现代化的重要组成部分,农业现代化有事积极推进国民经济快速发展的重要举措，加快发展农业信息化是中国农业挑战信息化经济和推动农业技术变革的一大重要措施。发达国家现在已基本进入了农业信息化时代，本文通过对美国、法国、日本为代表的发达国家信息化发展的特点、措施、以及社会不同部门对于农业信息化发展的努力等几个不同的侧面的分析，并借鉴其经验。然后通过对江苏省农业信息化发展的现状、存在的主要问题、发展的必要性等的分析，对于江苏省进一步发展农业信息化提出建设性的意见。

文献研究法。关于农业信息化国内外很多学者做了大量的研究，本文在写作时，分析和阅读了大量相关的文献和资料，让我更加全面和深入的了解这个课题。
