摘 要

土地资源不仅仅是人们所需要依赖的物质基础，更是农业活动的基本生产资料，土地资源对于我们十分重要。自二十世纪八十年代以来，劳动生产率的提高带动了经济产业的发展，同时伴随着农业生产的专业化、机械化水平的提高，农业生产活动的专业性与机械化得到很大程度的提升。随着不同阶层收入差距的扩大，农村劳动力向城市转移，而且规模越来越大。当然，我国农村土地流转和其他经济形式一样，慢慢出现各种各样的问题。

本文选取江苏省无锡市南泉村的农村土地流转作为研究案例，对土地流转的现状、存在的问题，问题成因、政策建议进行了详细阐释。南泉县政府把农村土地流转看作促进农业发展的重要途径，经过多年探索，在诸多方面取得了重大进步。但同时，南泉村在土地流转中仍然存在农户流转意识不强、流转方式行为不规范等问题，这些因素都可能阻碍了农村土地流转的发展。针对南泉村土地流转中存在的问题，对这些问题存在的原因进行了剖析，分别对南泉村土地流转中存在的问题进行分析，发现农村保障不完善，市场不完善等，最后，提出符合我国国情的政策建议，希望可以为同区域或者其他区域治理土地流转中存在的问题提供借鉴。

The research of rural land circulation in Nanquan village

ABSTRACT

Land resources is important to mankind, and land is the material basis for the survival and development of mankind and the basic means of production for agricultural production. Since the 1980s, with the improvement of labor productivity, the development of the first, second and tertiary industries, the specialization of agricultural production and the level of mechanization have been gradually improved. At the same time, due to the increase of the gap between the workers and peasants, The speed of rural labor to urban transfer gradually accelerated, the scale of transfer is growing. However, the transfer of rural land in China, like other economic reforms, has a variety of problems gradually in rural land transfer. This paper takes Nanquan Village, Nanquan Town, Wuxi City, Jiangsu Province as the research object, analyzes the historical evolution of rural land circulation since the founding of the Communist Party of China on the basis of analyzing the theory of rural land circulation mechanism, so as to provide reference for the promotion of rural land circulation in China. The paper argues that the main constraints in land circulation in rural areas are as followed: farmer’s land consciousness is not strong, land resource allocation efficiency is not strong and so on. So only by strengthening the propaganda and guidance of rural land circulation, improving related policies, laws and regulations and so on. Finally, this paper has made policy suggestions in accordance with national conditions, to provide reference for effectively governing problems in land circulation.

1.1研究背景与意义

1.1.1研究的背景

由于我国城镇化建设的速度不断加快，很多农民从农村转移向城市，农民越来越不依赖土地，农村里的闲置的土地越来越多。但是农业既是发展国民经济的基础，也是我国社会稳定的关键。促进农业的发展，转变发展方式，提高农业生产效率迫在眉睫。

但是随着农村经济社会的不断发展，维持了30多年的基本土地政策正面临着新的挑战和制约，一方面，农民的收入结构在不断变化，农业收入越来越少，非农收入反而能收入更多，从而导致了劳动力的大量流失。另一方面，一家一户的小农经济模式严重制约了新型技术设备和外来资金的使用和投入，成为阻拦我国农业现代化道路的一道巨大障碍。

在这种情况下，土地流转过程中存在的问题成为急需解决的现实问题。

1.1.2研究意义

对土地流转过程中所存在的问题进行研究，具有重要的理论和实践意义。

从理论价值上来看，近年来，国家对土地流转越来越重视，学者也对其进行重点研究。对其研究不仅能够丰富土地流转研究的内容，而且能够进行数据统计，扩大土地流转的数据。同时对土地流转的方式、问题产生的原因、问题的解决对策等进行的研究，为不同的地区提供一些建议和参考，以期为农村土地流转模式创新提供理论基础。
