南通经济技术开发区规划后评估研究

摘□要

南通经济技术开发区是中国首批14个国家级经济技术开发区之一，位于南通市东南，于1984年12月19日经国务院批准设立。南通经济技术开发区凭借自身四周江河海连成一体的天然优势，同时加上南通市人民政府积极扶持，以具有综合功能为目标，对南通经济技术开发区进行详细规划，打造出现代化的新城区。

通过收集南通经济技术开发区前期规划和发展现状资料，总结开发过程中经验与教训，以达到进一步促进开发区发展优化的目的。

在对南通经济技术开发区规划进行后评估中，参考工程项目后评估的研究方法，构建了适合南通经济技术开发区规划的后评估指标体系，分别从项目目标、建设实施过程、项目效益、项目影响和项目可持续性几个方面进行评估。

评估结果显示南通经济技术开发区的规划是成功的。具体在以下几个方面取得成绩：1、产业结构转型升级成功；2、民生服务设施完善3、交通系统全面优化4、生态绿化覆盖率高。

南通经济技术开发区建设，对于扩大招商引资、强化要素集聚、转变发展方式、提升城市功能、实现全市经济社会又好又快发展，具有重大的战略意义，同时也为相似的开发区的建设发展提供了宝贵经验。

The Post-evaluation of Nantong economic and technological development zone

ABSTRACT

Nantong economic and technological development zone is one of the first 14 state-level economic development zone in China, located in the southeast of Nantong, approved by the state council on December 19th 1984. Nantong economic and technology development zone relies on the natural advantages, at the same time with the Nantong government’s positive support, now they have made a overall development plan， the zone ultimately built modern city with comprehensive functions. By collecting the prophase planning data, summarizes outstanding experience in the development process, in order to promote the development of development zone.

To post-evalute the construction of development zone, combined with other project evaluation methods, we need to construct a suitable evaluation index for nantong development zone. We will evaluate several aspects: the project objectives, the implementation process of construction, project benefits, project impact and sustainability.

We can find that the construction is a great success. Achievements:1, the transformation and upgrading of industrial structure; 2, public service facilities; 3, the improvement of transportation system; 4, plants coverage rate is high.

Nantong economic development zone, the success of the construction, to expand investment and strengthen element agglomeration, transformation of the mode of development, enhance urban functions, achieve rapid economic and social development in the city, it is of great strategic significance, but also for the similar construction of development zone development provides a valuable experience.
