摘 要

南京自从2000年6月就被定为全国8个垃圾分类收集试点的城市之一，17年间，南京陆续建立了4个垃圾处理厂，设立了试点小区，发布了南京市垃圾分类管理办法，投入了大量的物力和财力，但是成效依旧不显著。据调查数据显示，南京每天生产量已经达到8000余吨，而且每日数据仍在增长，大量没有进行垃圾分类处理的垃圾造成垃圾堆积和侵蚀土地，垃圾内的不可降解的物质会影响土地质量，影响环境质量和浪费资源，如一次性筷子和废纸如果不回收利用，会多浪费1200吨的林木。本文研究生活垃圾源头分类处理影响因素就是为了找出对垃圾分类影响最大的因素，即垃圾源头分类发展的突破点，最终达到缓解环境压力的目的。

本文用实证分析的方法，假设影响因素，再通过问卷调查和访谈的方式取得南京垃圾分类试点小区居民对于垃圾分类这一政策的实施意愿等一系列的问题反馈，并对问卷调查的调查结果进行回归分析，分析得出哪些因素是影响城市居民生活垃圾源头分类处理问题的关键性因素，并提出建议。研究发现结论环境态度，分类设备和公共宣传对于源头垃圾分类的影响是较大的。所以要走出垃圾分类的困境要多从这三个角度考虑，特别是要加强公共宣传。

The analysis of the influencing factors of the garbage

classification of city residents

----a case study of Nanjing

ABSTRACT

Since 2000，Nanjing have been designated as one of the national pilot cities devoted to garbage classification and collection.After the efforts of 17 years, the result of classification garbage is barely satisfying. According to the date of survey , daily production of rubbish in Nanjing has reached more than 8000 tons. A lot of garbage without the classified treatment, not only caused the accumulation of rubbish ,but also affected the quality of the environment, so the garbage classification is very important. The purpose of this paper is to find the major factors affecting the garbage classification. I based on the advise of city residents and analyzed the difficulty of garbage classification , combined with the current situation of Nanjing. At last,I will make a conclusion to help the relevant departments with providing a theoretical basis for garbage classification, promoting garbage classification policy smoothly. This article through the questionnaire survey to obtain the feedback on the participation and the implementation of the residents of Nanjing garbage classification pilot area. The results of the survey were analyzed by analysis, selected the key factors which are influencing the garbage classification of city. Then we can find the best way to deal with problems.

1 绪论

1.1研究背景

中国的城市垃圾一直保持逐年增长的态势，垃圾问题严重导致了环境的污染和城市面貌的破环，所以生活垃圾分类的解决至关重要。从2000年6月，全国设立8个垃圾分类试点城市，南京就是其中之一。南京的垃圾分类已经走过了17年，花费的费用已达到十几亿，但是成效并不明显。到底是什么原因导致了南京市垃圾分类的路走的如此艰难，这是我们最需要考虑的问题。是由于公共宣传还不到位，是垃圾分类设备不完善，还是没有法律的约束，有很多的影响因素。由于造成垃圾分类难以执行的环节有很多，本文主要是研究源头分类，源头分类是从居民的角度出发研究是何种因素影响了垃圾分类的主体进行或者不进行垃圾分类。源头分类如果没有解决，后面花费再多的人力财力都是没有用的。所以提出研究南京居民生活垃圾源头分类处理影响因素对于解决南京市垃圾问题是必要的且刻不容缓的。
