摘 要

银杏产业是一个集生态、经济、社会效益于一体的朝阳产业。发展银杏产业，有着极其重要的作用，但行政区域的划分使得江苏邳州和山东郯城两地的银杏产业不能发挥自身优势来相互弥补对方的短板，既造成了资源的重复浪费也不能使产业更好的发展。在回顾近两地银杏产业发展历程的基础上，分析了促进银杏产业发展、壮大的动因，明确了银杏产业未来的发展方式－跨区域产业一体化发展。继而，在相关理论的指导下，系统总结了目前两地银杏产业一体化发展中存在的问题，深入研究并创新性地提出了银杏产业一体化发展可采取的模式，即摆脱行政区域的限制，联合两地优势资源，形成集群产业，优化产业结构，错位分工发展，减少重复建设的资源浪费。并就模式运行所涉及的必要性和可行性以及具体措施等重要方面进行了深入探讨。

THE REEARCH OF THE INTEGRATED DEVELOPMENT OF GINKGO INDUSTRY

ABSTRACT

Ginkgo industry is a set of ecological, economic and social benefits in one of the sunrise industry. Development of ginkgo industry, for the protection of natural resources and improve the ecological environment, to help farmers get rid of poverty, promote social and economic sustainable development in rural areas has a very important role. But the division of administrative areas the Pizhou, Jiangsu and Tancheng ,Shandong two ginkgo industry can not give full play to its advantages to each other to make up for each other's short board, not only caused the wasteful duplication of resources can make the industry better development. In this, it is necessary to explore the future development of the administrative region of ginkgo industry can learn from the development model, in order to facilitate the sustained, stable and healthy development of Ginkgo industry. On the basis of reviewing the history of the development of ginkgo industry in recent 20 years, the motivation of promoting the development and growth of ginkgo industry is analyzed, and the future development mode of ginkgo industry is defined. Then, under the guidance of the relevant theory, summarizes the problems existing in the current export-oriented development of two ginkgo industry, in-depth study and creatively proposed the mode of export-oriented ginkgo industry development in the future can be taken, that is, to get rid regional administrative constraints, combined the advantages of the two resources, forming industrial clusters, optimizing the industrial structure, dislocation development of division of labor and reduce redundant construction waste of resources. 1.1 研究背景

银杏作为地球上一直古老的植物，具有很高的经济和生态价值。伴随着银杏科研的不断发展，银杏产业也开始带来了前所未有的利润价值。银杏对于立地的环境条件要求较低，广泛分布于中国的大部分地区。从过去人们只是注重于种核和木材不同，近年来，医药研究的深入，发现了银杏叶中含有的多种针对心血管等疾病的药效成分，银杏的生产引起了很大的关注。

近年中国银杏种植的范围不断扩大，银杏产业的产量上涨，研究开发逐渐兴起，带来了可观的经济效益。银杏产区的经济伴随着科研深入不断发展，成为各个产区的经济支柱。各地都在规划银杏的发展和生产基地的建设，山东和江苏也都有针对自身情况而制定的产业发展计划。郯城和邳州位于山东的南部和江苏的北部，两地都是银杏产业大县。银杏栽培占地面积比重大，资源产量丰富。近年来两地政府采取了多种措施，鼓励发展银杏产业的发展。因此，为了能更快更好的发展两地的银杏产业经济，推进银杏产业一体化是针对两地面临的种种问题有着重要意义。

我国江苏邳州、山东郯城的银杏产业对地方经济发展发挥了巨大的促进作用，两地地域相连，银杏产业发展具有很多相同的特征和优势，也存在差异和互补，由于行政区划的差异，导致两地在银杏产业发展过程中，未能很好的发挥合作和地域的集团优势。在区域分工更加普及、深化和扩大，产业一体化与协作化达到了很高程度的时代，为了使两地银杏产业更好的发展，加快空间整合，走产业一体化发展道路是有效参与产品竞争的现实要求。从区域内部看，产业一体化是两地自身发展的需要。邳州郯城两地只有主动完成产业内互补和合作，才能以最低发展成本达到经济最大化的要求。在探索邳州郯城银杏产业一体化发展的可能性和必要性的基础上，通过对一体化的策略和手段的进行研究，并得出两地银杏产业一体化的具体方案，使得两地银杏产业更有竞争力。
